After facing the devastating impact of Hurricane Helene in September 2024, many South Carolinians are grappling with the aftermath. This powerful storm left a trail of destruction, causing countless residents to lose not just their homes and businesses, but also the food stocked in their refrigerators, freezers, and cupboards. The situation was dire, but help is on the way!
USDA Steps in with Critical Support
On November 1, the U.S. Department of Agriculture (USDA) extended a helping hand by approving 28 counties in South Carolina for the Disaster Supplemental Nutrition Assistance Program (DSNAP) funding. This assistance comes under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. It’s designed for those impacted by crises, giving them the solid chance to recover and regain their footing.
So, what exactly is DSNAP? It’s a program that provides benefits via an electronic debit-like card, which residents can use to purchase food items at authorized SNAP retailers. However, it’s important to note that simply losing food will not automatically qualify someone for these funds.
Eligibility Criteria: What You Need to Know
Residents in the eligible counties will find relief if they meet specific DSNAP income guidelines and can demonstrate some form of damage. If you witnessed damage or destruction to your home, lost access to income due to job loss, or incurred unexpected costs due to the disaster, you might qualify. These could include expenses related to home and business repairs, temporary housing, or even evacuation costs.
Before applying, it’s wise to gather some necessary documents. Applicants will need proof of identity, address, and income. Additionally, having details about the unreimbursed damages from the storm will be essential. So, it’s best to prepare early!
Two Phases for Application: Stay Alert!
Given the overwhelming number of eligible households, the South Carolina Department of Social Services (DSS) will run the DSNAP implementation in two phases. If your home is in one of the Phase Two counties and meets the income requirements, you could be on your way to getting the help you need!
Don’t forget the timeline! Residents who believe they qualify can pre-register online until the deadline hits on Thursday. The DSS strongly encourages applicants to fill out the pre-registration form with loads of details. This includes your county, date of birth, contact info, and a snap of your South Carolina Driver’s License or ID card. Leaving out these details might mean you’ll have to apply in person once the onsite events begin.
Important Dates to Remember
For those in Phase Two counties, telephone interviews for pre-registered homes are set to kick off on Monday, Nov. 18, going through to Thursday, Nov. 21. After that, in-person events will roll out from Dec. 2 to Dec. 6 for individuals who couldn’t pre-register or complete a phone interview.
One crucial detail to keep in mind: If you’re already a SNAP recipient, you won’t be eligible for DSNAP. But don’t lose hope! You might still qualify for a disaster supplement if your current monthly benefit is below the maximum amount based on your household size.
Kershaw County Residents, Take Note!
Lastly, residents in Kershaw County who faced disaster losses have a special opportunity. From Dec. 11-13, they can visit a designated site to submit an “Affidavit of Loss” to request a supplement for their October SNAP benefits.
