Blythewood Controversy Brewing Over Proposed Apartment Complex

Blythewood, a charming town nestled in South Carolina, is currently witnessing a heated debate surrounding a proposed zoning change that could bring as many as 300 new apartment units to the area. The Richland County Planning Commission held a public meeting on December 2, where they discussed a request to rezone nearly 20 acres of land on Wilson Boulevard, situated just south of Turkey Farm Road. The crowd was full of concerned residents who voiced their opinions on the matter.

What’s at Stake?

The plot in question, located at 10141 Wilson Boulevard, belongs to applicant DuBose Williamson, who represents Canvas Residential Partners out of Charlotte. Williamson is seeking to change the current zoning from HM (Homestead) to GC (General Commercial). This shift would potentially allow for a mix of multi-family living, commercial developments, and light industrial activities.

Richland County’s Zoning Director, Geo Price, made it clear that the staff’s recommendation was to disapprove this rezoning request, largely because it does not align with the county’s Comprehensive Plan, which favors low-density residential development in this particular area. In fact, the current zoning is designated for neighborhood low density, meaning the staff’s recommendation holds significant weight, despite it being non-binding for the county council who will ultimately make the decision.

Residents’ Concerns

During the meeting, several local residents passionately expressed their opposition to the proposal. Janet Robinson, a fourth-generation landowner on nearby Folk Road, warned the commission about the possible damaging consequences of developing in the Hawkins Branch watershed. “It’s imperative that this county learns from what happened in 2015,” Robinson stated emphatically, underscoring her concerns over potential environmental impacts and stating “This is irresponsible development and has to stop.”

Meanwhile, Glen Didyoung, a longtime resident of Turkey Farm Road, acknowledged the inevitability of growth but insisted on the need for smart growth that complements the existing neighborhood. “Smart growth considers the consequences of inappropriate rezoning,” he argued, emphasizing that apartments and commercial buildings do not fit the local landscape.

Another resident, Ryan Copeland, who has enjoyed the peaceful atmosphere of Blythewood for the last four years, expressed worries about the traffic impact. “The density of 300 apartments would equate to approximately 450 additional cars,” he noted, drawing attention to the potential strain on local roads. “A lot of development in this area has not been planned well.”

Next Steps for Community Members

The Richland County Council is scheduled to hold a zoning public hearing on December 17 at 6 p.m. The meeting will take place at the county council chambers located at 2020 Hampton Street in Columbia. This is a critical opportunity for the public to voice their opinions, as this will be the last chance for residents to address the council before they take their votes. Following the public hearing, the council will proceed with the first of three votes on the proposed rezoning.

Those who wish to speak should arrive a bit ahead of time to ensure they can sign up. Be mindful that after the public hearing, no additional public commentary will be allowed during the last two votes, highlighting the importance of this upcoming meeting.
