Texas Legislation Introduces New Opportunities for High School Athletes with Proposed House Bill 619

In Texas, potential changes could reshape the high school sports landscape if a proposed bill, known as House Bill 619, gains approval. Introduced by state representative Barbara Gervin Hawkins, this legislation would allow high school athletes in Texas to transfer schools for athletic reasons, breaking down district barriers.

If passed, the bill would permit athletes to transfer to a school outside their district just once, starting September 1, 2025. Currently, students are often limited by their home district when it comes to transferring for sports, but this bill aims to change that. The key condition is that the receiving district and the student’s guardians need to agree in writing on the transfer for athletic purposes.

Students under 19 years old and in grades 9 through 12 will be eligible for this change. Once an athlete transfers under this new rule, they would be unable to transfer again until they graduate. Importantly, this bill grants protection to student-athletes, ensuring they won’t face penalties from the University Interscholastic League (UIL) for making the switch.

For the bill to become law, it requires a two-thirds vote from the Texas House of Representatives. If it passes, it would only come into effect for the 2025-2026 school year. This proposed legislative move presents an exciting opportunity for young athletes seeking new opportunities and environments to showcase their talents.
